The vote came as representatives of the university's unions sat in the gallery with placards opposing a salary freeze the administration blames on rising costs and cuts in state aid.
"I want to hear what the administration and the board have to say," said psychology professor Gary Brill of Somerset.
McCormick thought enough of the protests to open the public part of the board of governors meeting with a statement on the pay freeze.
